James M. Williamson
President/CEO
Mr. James Williamson is the President & CEO of Global Executive Management, Inc. GEM is a CVE certified Service Disabled Veteran Owned Small Business (SDVOSB) and HUBZone. Incorporated in 2002, GEM serves the dynamic requirements of the US Department Of Defense and other government agencies as well as the needs of the private sector. GEM’s extensive experience and network of contacts delivers professional results to government and private sector clients. He is an international leadership and management expert with thirty years of successful executive management, crisis management/mitigation and business development. Williamson has experience in reality-based strategic planning and execution, solution-oriented problem solving, diplomacy, security consulting, and program implementation in corporate and government sectors. He specializes in the development and implementation of strategic planning, risk mitigation, corporate intelligence, and operations in crisis/turnaround environments accessing a personal global network of experts in business, government, security, logistic supply chain management, and international organizations.
A native of Delaware, Mr. Williamson enjoys a reputation as a seasoned executive possessing a strong business background with an emphasis in strategic thought, problem solving, and change implementation. Throughout the years, Mr. Williamson has achieved a substantive record of success, in his military career and in private industry. He maintains a vast network of productive relationships that support complex problem solving within the military, senior governmental and corporate industries.
Williamson was cofounder and Vice President of WorldWide Language Resources building the company from startup to over $100M yearly gross revenues. After twelve years he left WWLR to head Shee Atika Services, SAS, as President & CEO. Operating this 8(a) Alaska Native Owned Corporation for three years, he returned to operate his own company, Global Executive Management. GEM primarily supports the SOF and Intelligence Communities.
In addition to his professional and corporate responsibilities, Mr. Williamson has enjoyed a successful military career spanning thirty years. Commissioned a Lieutenant of Infantry in 1982, Williamson served in Germany and then in the 82d Airborne Division in North Carolina. Graduating the Special Forces Qualification Course in 1989, Williamson went on to serve in the Gulf War and subsequent humanitarian actions in Southwest Asia before leaving active duty as a Captain for the private sector in 1992. Williamson remained an active reservist in a variety of Special Forces joint and combined assignments at NATO, SOCCENT, USSOCOM, and other special operations units. Assignments have included senior Counter Drug Officer, Counter Terrorism Officer, J3X, J2X, Joint Support Activity (JSA) Squadron Commander and, subsequently, as Deputy Commander, Joint Operations Support Element (JOSE). Williamson has an extensive background in Special Operations and intelligence activities. He has served in the US and overseas to include Kosovo, Afghanistan, and Iraq, and other overseas locations.
Mr. Williamson holds a Bachelors Degree from University of Delaware with a major in Political Science. He holds a Masters Degree in Government Contracting from George Washington University. He is a member of the Special Forces Association (SFA), the Association For Intelligence Officers (AFIO), and InfraGard.

With her global perspective, the entrepreneurial-minded Ms. Schwab is a recognized expert in business processes related to economics, financial management, client relationships, primarily operating in the government contracting sector.

Ms. Schwab believes that by tracking and monitoring crucial data, governmental agencies, as well as the private sector, through interpretation provided by GEM, can develop greater productivity, streamline cost-effectiveness, and increase profits. She founded her own consulting firm in late 2017 as a woman-owned small business. Ms. Schwab has been in government contracting well over 10 years, and through her experience, she has tailored her firm’s focus on providing her clientele with high-quality support. She possesses extensive experience in the development and implementation of strategic planning, risk mitigation, corporate intelligence, and operations in crisis/turnaround environments. By accessing a personal global network of experts in business, government, security, logistic supply chain management, and international organizations, she provides a plethora of resources for her clients.
Ms. Schwab’s Midwest roots allow her to be passionate about her work. She has a steady source of motivation that was instilled in her as a child to do her best. This motivation leads her to challenge herself daily and learn new skills while guiding her clientele, through typically rigid methods, systems, and contract terms and colleagues working together to optimize results through the complex regulations and guidelines set forth by the federal government.
Ms. Schwab holds a Bachelor of Science Degree in Business with a focus in International and Global Studies from Troy University. She also holds an MBA from the University of South Florida with a Major in Marketing and a Minor in Finance qualifying her to be credentialed as a Chartered Financial Consultant. She is a volunteer at St. Francis No-Kill Shelter, volunteers for Toys for Tots, and enjoys her weekend runs with Relay for Life. If you meet her, you will no doubt have the opportunity to meet her faithful companion, a Labradoodle named Molly.

Rick Burgos experience includes leadership and management duties with notable responsibilities in various security disciplines (information, physical, personnel, industrial, and cyber), defense in strategic trade, technology transfers, and export policy for national security and defense issues. His prior assignments included supporting the U.S. Government to conduct enhanced end-use monitoring of Pakistan Air Force and Iraq Air Force F-16 programs to protect sensitive U.S. technologies, supported the U.S. Immigration & Customs Enforcement (ICE) daily charter flights air operations services to escort and repatriate deported detainees, and performed duties as the Executive Director of Operations and Facility Security Officer for Homeland Intelligence Technologies International, Inc.
Mr. Burgos served in the U.S. Army as an airborne infantryman and military intelligence analyst with assignment in human intelligence operations for 2004 – 2012. Mr. Burgos’s duties included but are not limited to weapon systems security, tactical combat operations, antiterrorism, force protection, interrogations, special security officer, and intelligence collection, analysis, and reporting.
Mr. Burgos holds a bachelor’s degree in Public Service Administration and an associate’s degree in criminal justice from Southwest Florida College.

Before “Honorably” retiring, Rik also held leadership roles as the Western Regional Military Emergency Operations / Command Center chief, Pre-Deployment Training Operations Chief, and Training Liaison Officer to Naval Special Warfare Group (SEALs).
He has been the Program or Project Manager on many large government and military programs/projects ranging from $100,000 to over $9 Billion dollars in contract awards. Also serving his communities as a Deputy Sheriff, Marshal, Community Corrections Technician, and little league coach.
Rik (and his work) have been the subject of numerous newspaper articles and radio/tv interviews as an expert on schools / Colleges Safety & Security, military Special Operations training/missions, and Threat or Vulnerability testing or training to major industries and corporations.
In addition to being a highly sought-after expert and consultant, Rik has also been a dynamic leader/teacher/ instructor in both the military and private industries. Having taught over 10,000+ courses/classes to some 2,184,000+ students in military, law enforcement, government & federal agencies, schools/colleges, and NGO’s around the world. Also, the design and implementation of over 3,500 Emergency Operations, Security & Safety Plans or evaluations/assessments around the globe.
